Yes — every cosmetic sold in Singapore must have a locally-registered Responsible Person (RP), and a foreign brand can't be its own. The RP files your product notification with the HSA, puts its Singapore name on your pack, and carries the regulatory accountability to HSA. What a Responsible Person actually is
An RP is a Singapore-registered company, holding a local UEN, that takes on the local regulatory responsibility for notifying your cosmetic and answering to HSA for its compliance. Every cosmetic must be notified to the Health Sciences Authority (HSA) before sale, and only a Singapore entity can file it — so an Indonesian brand with no local company needs someone in that role.
The thing Indonesian founders get wrong: it's a notification, not a licence. No testing, no approval, no waiting — you file through HSA's PRISM portal, pay, and sell immediately. BPOM evaluates and approves; Singapore trusts your declaration and holds the RP accountable if it's wrong.
What the RP is liable for
The RP is the entity HSA holds answerable — four duties sit with it. This is what makes "who's your RP?" a serious question.

The one thing to take from this page: any firm that agrees to be your RP without reading your formulation is either not reading it or not intending to honour these duties. Both should worry you.
Do you need your own Singapore company?
To be your own RP — yes. To sell in Singapore — not necessarily. These get conflated constantly, and the difference decides your cheapest legal path.

Two routes, and the right one depends on how many SKUs you have and how long you're staying. Route A (incorporate, be your own RP) suits several SKUs and a real commitment. Route B (use an RP service) suits testing, 1–5 SKUs, and selling in weeks not months.

A fully Indonesian-owned SG company doesn't qualify for instant DBS/OCBC/UOB account opening — you're routed to weeks of manual review. A fintech account (Airwallex/Aspire/Wise) is the ~2-day path. Open it the day your UEN lands.

Timeline either way: 2–6 weeks for your first product (bottleneck is the label + safety file, never HSA). Each compliant variant after that files almost instantly.
FAQ
Is this a licence? No. A self-declared notification. HSA doesn't test or approve — it logs the filing and holds the RP accountable. The opposite of BPOM, and much faster.
Does my BPOM registration count? Not directly. Different list, limits and regulator — and BPOM doesn't publish ingredient lists, so we need your INCI list regardless.
Whose name goes on the pack? Ours, as RP, with our Singapore address — alongside your branding, not replacing it.
Can I move to my own entity later? Yes, usually the right end state — we'll tell you when you're near it. Switching means re-notifying (cheap) and re-labelling (not), so time it around a print run.
Do you do this for fashion brands? No — and you don't need it. Apparel isn't a cosmetic, so there's no HSA gate.
Can you be RP for a product you didn't check? No.
