The government fee is genuinely small. It's everything around it that costs. This is the part we do ourselves. It's the part we own: the ingredient screen, the label sign-off before you print, holding the file, and the annual renewal.
How it works
- 1We screen your ingredient list against the ASEAN Cosmetic Directive's prohibited and restricted annexes: a real review, not a formality.
- 2We review and sign off your label before you print it, not after.
- 3We hold your Product Information File and produce it on demand.
- 4We handle adverse-event reporting on a fixed clock, and the annual re-notification, every year it's due.
- 5When you're ready to notify, we become your Responsible Person: your brand stays on the pack.

What this doesn't cover
- –Testing or evaluating your formulation: this is a notification, not an approval
- –Fashion products: apparel isn't a cosmetic, so there's no HSA gate
How pricing works
Quoted per product: a brand with three products and one with thirty are very different amounts of work.
The HSA government fee itself is small: S$13 per product for most cosmetics, S$28 for eye-area, lip, oral and certain hair-dye products, S$8 for fourth and subsequent variants. That's included: what you're paying for is the work around it.
Questions we get
Is this a licence?
No: a notification. HSA doesn't test or approve; it logs the filing and holds the Responsible Person answerable for it.
Do you do this for fashion brands too?
No: fashion isn't a cosmetic, so there's no HSA gate to clear.
Can you take on any product?
Only ones that pass our ingredient check first. We decline products that don't.
